Public office is a public trust. It is a responsibility rather than a privilege. As public servants, we play a vital role in society, which is why each of us must set an example in delivering quality public service.

The Human Resource Management and Development Office (HRMDO) must ensure that all employees have a deep understanding of the standards of service expected of them. These standards are observed across all branches, subdivisions, and instrumentalities of government. In line with this, this seminar has been designed to reinforce these principles and strengthen the commitment of public servants to excellence in service.

The Training of Trainers course is designed to equip participants with the essential skills, strategies, and confidence needed to effectively facilitate learning and build capacity within their organizations. It emphasizes adult learning principles, participatory training methods, and practical facilitation techniques to ensure that trainers can engage diverse audiences and deliver impactful sessions.
 
Through a series of lessons and assessments, participants will learn how to design training programs, manage group dynamics, and evaluate learning outcomes. By the end of the course, trainers will be prepared to serve not only as subject matter experts but also as catalysts for organizational growth and transformation.

This course equips first-line supervisors and team leaders with the essential skills to manage people and oversee day-to-day operations in the local government setting. Participants will explore the foundations of supervisory leadership, learn strategies for motivating and guiding teams, and practice performance management techniques aligned with CSC standards. Through interactive activities, case studies, and scenario-based learning, supervisors will strengthen their ability to delegate tasks, provide constructive feedback, and make sound decisions under pressure.

This course equips government leaders, supervisors, and staff with practical skills in coaching and mentoring to strengthen workplace performance, foster professional growth, and build a culture of collaboration. Participants will learn structured approaches to guiding colleagues, empowering teams, and sustaining organizational excellence.

HRMDO proposes a more inclusive and personalized MDP for potential would-be managers in LGU-GSC. This will now be called Institutionalizing Leadership and Excellence as Agents for Development (I-LEAD).
 
I-LEAD refers to the process of establishing a culture and framework within LGU-GSC that promotes and sustains effective leadership and excellence in all aspects of its operations through its re-envisioned managerial development program. It involves integrating leadership principles, values, and practices into the core fabric of the organization, ensuring that leadership and excellence become intrinsic to its identity and functioning.
